Dover To Replace $166,000 Oil Tank At Caryl Community Center

In light of the unexpected replacement of the oil tank at the Community Center, the Selectmen nixed plans to have fireworks at Dover's 175th Anniversary celebration.

The Dover Board of Selectmen voted to approve an unanticipated project in the Town’s budget Thursday evening. 

Town Administrator Dave Ramsey told the Board that the oil tank underneath the Caryl Community Center needs to be replaced, a project that will cost approximately $166,000.

Ramsay said they were alerted to an issue with the oil tank and it turned out not to be the tank itself, but pipes leading to the tank.

He said the cost to fix only the pipes would be approximately $20,000. He added that the tank is over 30-years-old and may fail within the next three to five years.

Ramsay said they have the option of putting a 1,300-gallon tank inside the Community Center, but it would be significantly smaller than what they have now.

He said their best option would be to replace what they have, while they are working on it. Ramsay said the project will be finished before the end of October and may cost as little as $122,000. 

9/11 Anniversary Memorial Service

Also at their meeting, Selectmen Joseph Melican announced that there would be a service organized by local clergy from several congregations in memorial of the September 11, 2001 attacks. Reverend Mark McKone of the St. Dunstan’s Church and Reverend Maxwell Olmstead of the Dover Church are the primary organizers.

The service will be held in front of the Dover Town House at 11:30 a.m. “We encourage the townspeople to attend,” said Dawley. 

“It will be a service of prayers and hope,” said Melican.

Lisbon added that they would like people to start showing up at 11:15 a.m. to get a good parking spot.

In case of rain, it will be held at the Great Hall inside the Town House.

Dover 175th Anniversary Funding

Jonathan Fryer and Mary Crane asked the Selectmen if they could afford approximately $15,000 for the 175th anniversary of the founding of Dover celebration on Oct. 1.

Dawley said, with the current economic standing and especially in light of the town getting a new gas tank underneath the Caryl Community Center, they could not afford that amount.

Fryer and Crane said they have a picnic and live music planned for the occasion. They said if the Selectmen would approve $5,000 they could get a couple of good bands for the anniversary celebration, which will be held in the evening in conjunction with Old Home Day. 

Benjamin Caryl House Refurbishing

Selectmen Chair Carol Lisbon announced that the Caryl House Preservation Plan Committee decided to hire architect Richard Smith of Adams and Smith of Swampscott, MA to oversee the refurbishing of the Benjamin Caryl House. “He was most enthusiastic,” she said.  

Lisbon added that they would begin more specific plans in September.

Smith has yet to give his fee. Selectmen James Dawley, asked if the town needs to accept his fee. Lisbon said no.

They plan to put the project out to bid during the winter.
